6.7km concealment is very punishing, some DDs will outspot you by more than 1km. World of Warships Grozovoi: The Air Raider 1 min read. You can't reliably expect other people to spot for you in randoms, nor can you expect that you'll never need to contest objectives alone (I'm assuming that the primary goal is winning, not padding damage). Groz build with no Concealment Expert is suboptimal, IMO.
